A BILL
To direct the Comptroller General of the United States to submit a
report to Congress on vessel fires and responses, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. GAO REPORT ON VESSEL FIRES.
(a) In General.--Not later than 180 days after the date of
enactment of this Act, the Comptroller General of the United States
shall submit to the Committee on Transportation and Infrastructure of
the House of Representatives and the Committee on Commerce, Science,
and Transportation of the Senate a report on the state of marine
firefighting authorities, jurisdiction, plan review, and other
considerations with respect to vessel fires at waterfront facilities
and within the navigable waters of the United States up to 3 nautical
miles from the shoreline.
(b) Contents.--In carrying out subsection (a), the Comptroller
General shall--
(1) examine factors that affect Federal and non-Federal
collaboration aimed at reducing vessel and waterfront facility
fire risk to local communities;
(2) focus on the prevalence and frequency of vessel fires
described in subsection (a); and
(3) make recommendations for preparedness, responses to,
training for, and other items for consideration.
