A BILL
To amend title 5, United States Code, to establish and clarify the
applicable statute of limitations for seeking remedy for a legal wrong
due to agency action, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Agency Stability Restoration Act of
2024''.
SEC. 2. RIGHT OF REVIEW.
(a) In General.--Section 702 of title 5, United States Code, is
amended--
(1) in the first sentence, by striking ``A person'' and
inserting the following:
``(a) In General.--A person''; and
(2) by adding at the end the following:
``(b) Statute of Limitations.--Except as otherwise expressly
provided by law, a person bringing an action under this section shall
bring that action not later than 6 years after the date of the final
agency action with respect to which the person seeks judicial
review.''.
(b) Technical and Conforming Amendment.--Section 2401(a) of title
28, United States Code, is amended, in the first sentence, by inserting
``or section 702(b) of title 5'' after ``title 41''.
