A BILL
To amend the Robert T. Stafford Disaster Relief and Emergency
Assistance Act to incentivize certain preparedness measures, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Investing in Community Resilience
Act of 2024''.
SEC. 2. EMERGENCY RESPONSE TEAMS.
(a) Amendment.--Section 406(b)(3)(A) of the Robert T. Stafford
Disaster Relief and Emergency Assistance Act (42 U.S.C. 5172(b)(3)(A))
is amended--
(1) in the matter preceding clause (i), by inserting before
the period ``, including for subrecipients'';
(2) in clause (ii), by inserting ``preparedness,'' after
``disaster relief,'';
(3) in clause (iv)--
(A) by inserting ``or programs designated by the
Administrator of the Federal Emergency Management
Agency to increase resilience for storms, tsunamis,
wildfires, or equivalent disasters'' after ``community
rating system''; and
(B) by striking ``and'';
(4) in clause (v), by striking the period and inserting ``;
and''; and
(5) by adding at the end the following:
``(vi) support of viable community
emergency response teams or equivalent non-
governmental organizations that provide
disaster assistance, including by--
``(I) facilitating the
establishment of mutual aid agreements
supportive of the operation of such
teams or organizations; or
``(II) providing or facilitating
regular training, outreach, and
soliciting participation in
preparedness exercises.''.
(b) Comprehensive Guidance.--Not later than 1 year after the date
of enactment of this Act, the President, acting through the
Administrator, shall issue comprehensive guidance to State and Tribal
governments relating to the measures and investments described in
section 406(b)(3)(A) of the Robert T. Stafford Disaster Relief and
Emergency Assistance Act (42 U.S.C. 5172(b)(3)(A)), as amended in
subsection (a).
SEC. 3. EFFECTIVE DATE.
This Act, and the amendments made by this Act, shall take effect on
the date that is 180 days after the date of enactment of this Act.
