To provide for the disposition of proceeds from sales of Bureau of Land 
   Management land and National Forest System land in Washoe County, 
                    Nevada, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Truckee Meadows Special Account 
Establishment Act''.

SEC. 2. DEFINITIONS.

    (a) Definitions.--In this Act:
            (1) County.--The term ``County'' means Washoe County, 
        Nevada.
            (2) Secretary concerned.--The term ``Secretary concerned'' 
        means--
                    (A) the Secretary of the Interior, with respect to 
                Bureau of Land Management land; and
                    (B) the Secretary of Agriculture, with respect to 
                National Forest System land.
            (3) Special account.--The term ``special account'' means 
        the account in the Treasury of the United States established by 
        section 3(a)(3).
            (4) State.--The term ``State'' means the State of Nevada.

SEC. 3. DISPOSITION OF PROCEEDS FROM SALES OF CERTAIN FEDERAL LAND IN 
              WASHOE COUNTY, NEVADA.

    (a) Disposition of Proceeds.--Notwithstanding any other provision 
of law, of the proceeds from any sale of Bureau of Land Management or 
National Forest System land in the County after the date of enactment 
of this Act--
            (1) 5 percent shall be disbursed to the State for use in 
        the general education programs of the State;
            (2) 10 percent shall be disbursed to the County, the city 
        of Reno, Nevada, and the city of Sparks, Nevada, for 
        conservation projects along the Truckee River; and
            (3) 85 shall be deposited in a special account in the 
        Treasury of the United States, to be known as the ``Truckee 
        Meadows Special Account'', which shall be available to the 
        Secretary concerned, without further appropriation and without 
        fiscal year limitation, for--
                    (A) the acquisition of environmentally sensitive 
                land in the State in accordance with section 5 of the 
                Southern Nevada Public Land Management Act of 1998 
                (Public Law 105-263; 112 Stat. 2347), with priority 
                given to land located in the County;
                    (B) the costs of--
                            (i) processing and managing designations in 
                        the National Landscape Conservation System 
                        within the County; and
                            (ii) managing the Mount Rose Wilderness;
                    (C) the development of parks, trails, and natural 
                areas in the County pursuant to an appropriate 
                financial assistance agreement with the County, the 
                city of Reno, Nevada, and the city of Sparks, Nevada;
                    (D) the development and implementation of 
                comprehensive, cost-effective, multijurisdictional 
                hazardous fuels reduction and wildfire prevention plans 
                for the County and the Lake Tahoe Basin, pursuant to an 
                appropriate financial assistance agreement;
                    (E) the development and implementation of fuels 
                reduction projects and forest and rangeland restoration 
                projects on Humboldt-Toiyabe National Forest System 
                land within the County;
                    (F) the conduct of Federal environmental 
                restoration projects included in the environmental 
                improvement program adopted by the Tahoe Regional 
                Planning Agency in accordance with the Lake Tahoe 
                Restoration Act (Public Law 106-506; 114 Stat. 2351);
                    (G) capital improvements in areas of the County 
                administered by the Secretary concerned;
                    (H) the reimbursement of costs incurred by the 
                Secretary concerned in carrying out sales or exchanges 
                of Bureau of Land Management land or National Forest 
                System land in the County;
                    (I) the reimbursement of any costs incurred by the 
                local office of the Bureau of Land Management or Forest 
                Service to clear debris from and protect Bureau of Land 
                Management land or National Forest System land in the 
                County that is available for disposal or reserved for 
                affordable housing; and
                    (J) the reimbursement of any costs incurred by the 
                Secretary concerned for oversight of expenditures from 
                the special account under this paragraph.
    (b) Investment of Special Account.--Any amounts deposited in the 
special account--
            (1) shall earn interest in an amount determined by the 
        Secretary of the Treasury, based on the current average market 
        yield on outstanding marketable obligations of the United 
        States of comparable maturities; and
            (2) may be expended by the Secretary concerned in 
        accordance with subsection (a)(3).
