A BILL
To amend title XVIII of the Social Security Act to require the
collection of data regarding graduate medical education.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``GME Data Transparency Act of 2024''.
SEC. 2. COLLECTION OF DATA REGARDING GRADUATE MEDICAL EDUCATION.
Section 1886(h) of the Social Security Act (42 U.S.C. 1395ww(h)) is
amended, by adding at the end the following new paragraph:
``(11) Collection of data regarding graduate medical
education.--
``(A) In general.--For cost reporting periods
beginning on or after January 1, 2027, the Secretary
shall collect the following data from each hospital
with an approved medical residency training program:
``(i) Attrition data in an aggregated
format on the probation, transfers,
withdrawals, and dismissals in the approved
medical residency training program, and the
number of residents who completed such program
delineated by demographic categories such as
age, gender, race and ethnicity.
``(ii) The types of residency specialties
funded by the approved medical residency
training program and the number of residents
being trained in each specialty delineated by
demographic categories such as age, gender,
race and ethnicity.
``(B) Attrition data defined.--The term `attrition
data' means data regarding the disenrollment of a
resident from an approved medical residency training
program before such resident completes such program.
``(C) Publishing of data.--Not later than1 year
after the date of enactment of this paragraph and on a
periodic basis determined by the Secretary thereafter,
the Secretary shall make available on the internet
website of the Centers for Medicare & Medicaid Services
a public use file of the data collected under
subparagraph (A).
``(D) Regulations and deference.--The Secretary
shall promulgate such regulations as necessary to carry
out this paragraph. In issuing such regulations,
Congress delegates to the Secretary the authority to
interpret the provisions of this paragraph.''.
