     To amend the Robert T. Stafford Disaster Relief and Emergency 
    Assistance Act to adjust the definition of ``small impoverished 
                              community''.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SMALL IMPOVERISHED COMMUNITY DEFINITION.

    Section 203(a) of the Robert T. Stafford Disaster Relief and 
Emergency Assistance Act (42 U.S.C. 5133(a)) is amended by striking 
``3,000'' and inserting ``5,000''.
