 Ms. Klobuchar (for herself and Mrs. Fischer) introduced the following 
 bill; which was read twice and referred to the Committee on Rules and 
                             Administration

                                 A BILL


 
    To establish procedures for the removal of the Architect of the 
                                Capitol.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. REMOVAL OF THE ARCHITECT OF THE CAPITOL.

    Section 319 of the Legislative Branch Appropriations Act, 1990 (2 
U.S.C. 1801) is amended--
            (1) by redesignating subsection (b) as subsection (c); and
            (2) by inserting after subsection (a) the following:
    ``(b) Removal.--The Architect of the Capitol may be removed at any 
time by--
            ``(1) impeachment; or
            ``(2) joint resolution of Congress, only for--
                    ``(A) permanent disability;
                    ``(B) inefficiency;
                    ``(C) neglect of duty;
                    ``(D) malfeasance; or
                    ``(E) a felony or conduct involving moral 
                turpitude.''.
