Capito) introduced the following bill; which was read twice and
referred to the Committee on Homeland Security and Governmental Affairs

A BILL
To expand the HERO Child-Rescue Corps Program, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Providing Resources for Exceptional
Veterans to End Narcotic Trafficking of Fentanyl Act'' or the ``PREVENT
Fentanyl Act''.
SEC. 2. EXPANSION OF THE HERO CHILD-RESCUE CORPS.
Section 890A of the Homeland Security Act of 2002 (6 U.S.C. 473) is
amended--
(1) by striking ``Child-Rescue'' each place it appears; and
(2) in subsection (e)--
(A) in the subsection heading, by striking ``HERO
Child-Rescue Corps'' and inserting ``HERO Corps
Program'';
(B) in paragraph (1)(B), by inserting ``, as
relevant'' after ``participants'';
(C) in paragraph (2), by inserting ``and fentanyl
trafficking'' after ``child exploitation'';
(D) in paragraph (3)--
(i) in the matter preceding subparagraph
(A), by inserting ``Corps'' before ``Program'';
and
(ii) in subparagraph (B)--
(I) in clause (v), by striking
``and'';
(II) in clause (vi), by striking
the period at the end and inserting ``;
and''; and
(III) by adding at the end the
following:
``(vii) fentanyl trafficking.''; and
(E) by adding at the end the following:
``(4) Limitation.--Investigations and analysis described in
paragraph (3)(B)(vii) may not make up more than 40 percent of
the investigations and analysis conducted by participants of
the HERO Corps Program.''.
