       Congress has the power to enact this legislation pursuant 
     to the following:
       The Congress shall have power to lay and collect taxes, 
     duties, imposts and excises, to pay the debts and provide for 
     the common defnese and general welfare of the United States.
       The single subject of this legislation is:
       The IRS eIVES Modernization and Anti-Fraud Act clarifies 
     that the IRS needs to follow congressional intent in their 
     development and implementation of an electronic income 
     verification express service.
