        H.R. 7564.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Pursuant to Article I, Section 8, Clause 18 of the U.S. 
     Constitution, [The Congress shall have Power . . .] To make 
     all Laws which shall be necessary and proper for carrying 
     into Execution the foregoing Powers, and all other Powers 
     vested by this Constitution in the Government of the United 
     States, or in any Department or Officer thereof.
       The single subject of this legislation is:
       this bill amends Section 404(d)(4)(D)(i) of the Justice for 
     United States Victims of State Sponsored Terrorism Act (34 
     U.S.C. 20144(d)(4)(D)(i)) and the Justice for United States 
     Victims of State Sponsored Terrorism Act with respect to 
     certain victims.
