 To repeal section 138 of the Clean Air Act, relating to environmental 
                   and climate justice block grants.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Ending Green Giveaways Act''.

SEC. 2. REPEAL AND RESCISSION RELATING TO ENVIRONMENTAL AND CLIMATE 
              JUSTICE BLOCK GRANTS.

    (a) Repeal.--Section 138 of the Clean Air Act (42 U.S.C. 7438) is 
repealed.
    (b) Rescission.--The unobligated balance of any amounts made 
available under section 138 of the Clean Air Act (42 U.S.C. 7438) (as 
in effect on the day before the date of enactment of this Act) is 
rescinded.
