                                 A BILL


 
    To prohibit any transactions using Alipay in the United States.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``No Alipay Act of 2025''.

SEC. 2. PROHIBITION ON USE OF ALIPAY.

    No financial transactions between AliPay (China) Internet 
Technology Company Limited (referred to in this Act as ``AliPay'') and 
a United States person are permitted, including the use of any 
application or payment processing services operated by Alipay.

SEC. 3. DEFINITIONS.

    In this Act:
            (1) The term ``United States person'' means--
                    (A) a national of the United States;
                    (B) an alien lawfully admitted for permanent 
                residence;
                    (C) an entity organized under the laws of the 
                United States or under the laws of any jurisdiction 
                within the United States (including a foreign branch of 
                such an entity); or
                    (D) an individual who is physically present in the 
                United States.
            (2) The term ``financial transaction'' means--
                    (A) a transaction which in any way or degree 
                affects interstate or foreign commerce--
                            (i) involving the movement of funds by wire 
                        or other means; or
                            (ii) involving one or more monetary 
                        instruments; or
                    (B) a transaction involving the use of a financial 
                institution which is engaged in, or the activities of 
                which affect, interstate or foreign commerce in any way 
                or degree.
