the District of Columbia removes the phrase Black Lives Matter from the
street symbolically designated as Black Lives Matter Plaza,
redesignates such street as Liberty Plaza, and removes such phrase from
each website, document, and other material under the jurisdiction of
the District of Columbia.

A BILL
To amend title 23, United States Code, to withhold certain
apportionment funds from the District of Columbia unless the Mayor of
the District of Columbia removes the phrase Black Lives Matter from the
street symbolically designated as Black Lives Matter Plaza,
redesignates such street as Liberty Plaza, and removes such phrase from
each website, document, and other material under the jurisdiction of
the District of Columbia.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. REDESIGNATION OF BLACK LIVES MATTER PLAZA AND REMOVAL OF
BLACK LIVES MATTER PHRASE FROM EACH WEBSITE, DOCUMENT,
AND OTHER MATERIAL UNDER THE JURISDICTION OF THE DISTRICT
OF COLUMBIA.
(a) In General.--Chapter 1 of title 23, United States Code, is
amended by adding at the end the following:
``Sec. 180. Redesignation of Black Lives Matter Plaza and removal of
Black Lives Matter phrase from each website, document,
and other material under the jurisdiction of the District
of Columbia
``(a) Withholding of Funds for Noncompliance.--The Secretary shall
withhold 50 percent of the amount required to be apportioned to the
District of Columbia under section 104(b) on the first day of each
fiscal year beginning after the date of enactment of this section in
which the Mayor of the District of Columbia has not complied with the
requirements of subsection (b).
``(b) In General.--To be in compliance with this section, the Mayor
of the District of Columbia, not later than 60 days after the date of
the enactment of this section, shall--
``(1) remove the phrase `Black Lives Matter' from--
``(A) 16th Street, N.W., between H Street, N.W.,
and K Street, N.W., in the District of Columbia
(symbolically designated as `Black Lives Matter Plaza'
under the Black Lives Matter Plaza Designation Act of
2020 (sec. 9-204.01 note, D.C. Official Code); and
``(B) each website, document, and other material
under the jurisdiction of the District of Columbia; and
``(2) redesignate such street as `Liberty Plaza'.''.
(b) Clerical Amendment.--The analysis for chapter 1 of title 23,
United States Code, is amended by adding at the end the following:
``180. Redesignation of Black Lives Matter Plaza and removal of Black
Lives Matter phrase from each website,
document, and other material under the
jurisdiction of the District of
Columbia.''.
