A BILL
To amend title 38, United States Code, to require the Secretary of
Veterans Affairs to provide guidance to applicants for grants for
comprehensive service programs for homeless veterans, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Simplifying Veterans Assistance Act
of 2025''.
SEC. 2. DEPARTMENT OF VETERANS AFFAIRS PROVISION OF GUIDANCE TO
APPLICANTS FOR GRANTS FOR COMPREHENSIVE SERVICE PROGRAMS
FOR HOMELESS VETERANS.
Section 2011(e) of title 38, United States Code, is amended--
(1) in the subsection heading, by inserting ``and Process''
after ``Requirement'';
(2) by inserting ``(1)'' before ``An entity''; and
(3) by adding at the end the following new paragraph:
``(2)(A) The Secretary shall make publicly available on an
appropriate website of the Department guidance and best practices for
entities seeking grants for projects under this section.
``(B) After the announcement of a funding notice for grants under
this section, and before the application deadline, the Secretary shall
offer at least two online information sessions for entities seeking
such grants. Each such information session shall--
``(i) last for at least one hour;
``(ii) include the opportunity for participants to ask
questions about the grant application process;
``(iii) include an explanation of the specific language in
the grant application; and
``(iv) provide information about other sources of
information about such grants and assistance in applying for
such grants.''.
