    Committee on Natural Resources, for a period to be subsequently 
   determined by the Speaker, in each case for consideration of such 
 provisions as fall within the jurisdiction of the committee concerned

     To direct the Secretary of the Interior and the Secretary of 
    Agriculture to rescind a memorandum of understanding related to 
          wildlife damage management, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Restore M-44 Act''.

SEC. 2. RESCISSION OF MOU.

    The Secretary of the Interior and the Secretary of Agriculture 
shall jointly rescind the Master Memorandum of Understanding numbered 
BLM-MOU-HQ230-2023-05 (signed on behalf of the Department of the 
Interior on November 15, 2023; relating to wildlife damage management), 
and such memorandum of understanding shall have no force or effect.

SEC. 3. RESCISSION OF PROHIBITION.

    Notwithstanding the explanatory statement relating to the account 
titled ``Animal and Plant Health Inspection Services, Salaries and 
Expenses (including transfers of funds)'' for the Consolidated 
Appropriations Act, 2024 (Public Law 118-42), the Secretary of 
Agriculture--
            (1) may purchase, deploy, and train third parties on the 
        use of M-44 sodium cyanide ejector devices, including 
        components and parts thereof and sodium fluroacetate (commonly 
        known as ``compound 1080''); and
            (2) is not required to provide to any congressional 
        committees, including the Committees on Appropriations for the 
        House of Representative and the Senate, updates on the 
        implementation of the directive prohibiting the purchase, 
        deployment, or training of third parties on the use of M-44 
        devices under such explanatory statement.
