A BILL
To amend the Department of Energy Research and Innovation Act to direct
the Secretary of Energy to coordinate with certain Federal officials to
conduct research, development, testing, and evaluation of novel
technologies to detect fentanyl vapor or particles in support of rapid
screening of the mails, at prisons, at United States borders, and in
other related use cases, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. DEPARTMENT OF ENERGY RESEARCH, DEVELOPMENT, TESTING, AND
EVALUATION OF NOVEL TECHNOLOGIES TO DETECT FENTANYL VAPOR
OR PARTICLES.
(a) In General.--Title III of the Department of Energy Research and
Innovation Act (42 U.S.C. 18641 et seq.) is amended by--
(1) by redesignating section 317 (42 U.S.C. 18655) as
section 318; and
(2) by inserting after section 316 the following new
section:
``SEC. 317. RESEARCH, DEVELOPMENT, TESTING, AND EVALUATION OF NOVEL
TECHNOLOGIES TO DETECT FENTANYL VAPOR OR PARTICLES.
``The Secretary of Energy, in coordination with the Attorney
General, the Secretary of Homeland Security, and the Postmaster
General, shall carry out a research, development, testing, and
evaluation program of novel technologies to detect fentanyl vapor or
particles in support of rapid screening--
``(1) of the mails;
``(2) at prisons;
``(3) at United States borders; and
``(4) in other related use cases.''.
(b) Clerical Amendment.--The table of contents in section 1(b) of
the Department of Energy Research and Innovation Act is amended by
striking the item relating to section 317 and inserting the following
new items:
``Sec. 317. Research, development, testing, and evaluation of novel
technologies to detect fentanyl vapor or
particles.
``Sec. 318. Authorization of appropriations.''.
