A BILL
To establish a task force on street racing.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``They're Fast, We're Furious Act of
2025''.
SEC. 2. STREET RACING PREVENTION AND INTERVENTION TASK FORCE.
(a) Establishment.--Not later than 90 days after the date of the
enactment of this Act, the Director of the Federal Bureau of
Investigation shall establish a task force to be known as the ``Street
Racing Prevention and Intervention Task Force'' (hereinafter referred
to as the ``Task Force'').
(b) Composition.--The Task Force shall consist of the following
members:
(1) 2 members, appointed by the Attorney General, who are
employees of the Criminal Division of the Department of
Justice.
(2) 2 members, appointed by the Secretary of
Transportation, who are employees of the National Highway
Traffic Safety Administration.
(3) 2 members, appointed by the Attorney General, who are
representatives of State or local law enforcement agencies.
(4) 3 members, appointed by the Director of the Federal
Bureau of Investigation, who are employees of the Federal
Bureau of Investigation.
(c) Duties.--The duties of the Task Force shall include--
(1) studying the prevalence and impacts of street racing,
vehicle sideshows, and street takeovers;
(2) developing best practices for a national approach to
combat organized street racing;
(3) developing best practices for State and local law
enforcement agencies to deal with street racing;
(4) developing educational materials on how to prevent and
respond to street racing;
(5) distributing the materials described under paragraph
(4); and
(6) coordinating the response of local, State, and Federal
law enforcement agencies to street racing.
(d) Report.--Not later than one year after the date of the
enactment of the Act, the Task Force shall submit to the Committee on
the Judiciary of the House of Representatives and the Committee on the
Judiciary of the Senate a report on the progress the Task Force has
made in completing the duties assigned under subsection (c).
(e) Definitions.--In this section:
(1) Street racing.--The term ``street racing'' means a race
of two or more vehicles on a public road in an area that is not
designated for an official race.
(2) Vehicle sideshow.--The term ``vehicle sideshow'' means
an event of two or more individuals blocking or impeding
traffic on a highway for the purpose of performing motor
vehicle stunts, motor vehicle speed contests, motor vehicle
exhibitions of speed, or reckless driving for spectators.
