A BILL
To amend section 173 of title 23, United States Code, to require the
Secretary of Transportation to set aside certain amounts provided under
the rural surface transportation grant program for regional hubs, and
for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Rural Upgrades for Road Access and
Local Growth Act of 2025''.
SEC. 2. RURAL SURFACE TRANSPORTATION GRANT PROGRAM.
Section 173 of title 23, United States Code, is amended--
(1) in subsection (k)--
(A) by redesignating paragraph (4) as paragraph
(5);
(B) by inserting after paragraph (3) the following:
``(4) Regional hubs.--The Secretary shall reserve 30
percent of the amounts made available for the program for each
fiscal year to provide grants for eligible projects located in
communities with populations of between 10,000 and 75,000,
whether or not 1 or more of such communities are considered
part of an urbanized area as designated by the United States
Census Bureau.''; and
(C) in paragraph (5), as so redesignated, by
striking ``or (3)'' and inserting ``(3), or (4)''; and
(2) in subsection (l)--
(A) in paragraph (1) by striking ``60 days'' and
inserting ``3 days'';
(B) in paragraph (2) by striking ``60-day period''
and inserting ``3-day period''; and
(C) in paragraph (3) by striking ``60-day period''
and inserting ``3-day period''.
