   Mr. Schmidt (for himself, Ms. Hageman, and Mr. Biggs of Arizona) 
 introduced the following bill; which was referred to the Committee on 
the Judiciary, and in addition to the Committee on Rules, for a period 
    to be subsequently determined by the Speaker, in each case for 
consideration of such provisions as fall within the jurisdiction of the 
                          committee concerned

                                 A BILL


 
   To amend chapter 8 of title 5, United States Code, to provide for 
          additional time for Congress to disapprove of rules.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Congressional Review Reform Act of 
2025''.

SEC. 2. AMENDMENTS TO THE CONGRESSIONAL REVIEW ACT.

    Chapter 8 of title 5, United States Code, is amended as follows:
            (1) In section 801--
                    (A) by striking subsection (d); and
                    (B) by redesignating subsections (e) through (g) as 
                subsections (d) through (f), respectively.
            (2) In section 802--
                    (A) in subsection (a), to read as follows:
    ``(a) For purposes of this section, the term `joint resolution' 
means only a joint resolution introduced after the report referred to 
in section 801(a)(1)(A) is received by Congress, the matter after the 
resolving clause of which is as follows: `That Congress disapproves the 
rule submitted by the ____ relating to ____, and such rule shall have 
no force or effect.' (The blank spaces being appropriately filled 
in).'';
                    (B) by striking subsection (e); and
                    (C) by redesignating subsections (f) and (g) as 
                subsections (e) and (f), respectively.
