                                 A BILL


 
  To amend title 38, United States Code, to expand the ability of an 
 individual entitled to Post-9/11 education benefits to transfer such 
                        benefits to dependents.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Military Family GI Bill Promise 
Act''.

SEC. 2. EXPANSION OF ABILITY OF AN INDIVIDUAL ENTITLED TO POST-9/11 
              EDUCATION BENEFITS TO TRANSFER SUCH BENEFITS TO 
              DEPENDENTS.

    Section 3319 of title 38, United States Code, is amended--
            (1) in subsection (b)--
                    (A) in the matter preceding paragraph (1), by 
                inserting ``(including a member who has separated from 
                the uniformed services)'' after ``any member of the 
                uniformed services'';
                    (B) in paragraph (1), by striking ``; or'' and 
                inserting a semicolon;
                    (C) by redesignating paragraph (2) as paragraph 
                (3); and
                    (D) by inserting after paragraph (1) the following 
                new paragraph (2):
            ``(2) 10 years of service in the uniformed services, at 
        least six of which were in the Armed Forces; or'';
            (2) in subsection (f)(1)--
                    (A) by striking ``and except as provided in 
                subsection (k) or (l),''; and
                    (B) by striking ``only while serving as a member of 
                the Armed Forces when the transfer is executed'' and 
                inserting ``at any time''; and
            (3) in subsection (k), by striking ``, notwithstanding 
        whether the individual is serving as a member of the Armed 
        Forces when such transfer is executed''.
