  To amend title 40, United States Code, to require a majority of the 
members of the Commission of Fine Arts to be residents of the District 
                              of Columbia.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Commission of Fine Arts District of 
Columbia Residency Act''.

SEC. 2. REQUIRING MAJORITY OF MEMBERS OF COMMISSION OF FINE ARTS TO BE 
              DISTRICT OF COLUMBIA RESIDENTS.

    (a) Requirement.--Section 9101(b) of title 40, United States Code, 
is amended by striking ``appointed by the President, who serve'' and 
inserting ``a majority of whom are residents of the District of 
Columbia, who shall be appointed by the President to serve''.
    (b) Effective Date.--The amendment made by subsection (a) shall 
take effect upon the expiration of the 1-year period which begins on 
the date of the enactment of this Act.
