A BILL
To amend the Federal Water Pollution Control Act to reauthorize
Federal-State clean water program development and implementation
authorities, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Federal-State Partnership for Clean
Water Act of 2025''.
SEC. 2. WETLANDS PROGRAM DEVELOPMENT AND IMPLEMENTATION GRANTS.
Section 104(u) of the Federal Water Pollution Control Act (33
U.S.C. 1254(u)) is amended--
(1) by striking ``$75,000,000 for each of fiscal years 2022
through 2026'' and inserting ``$300,000,000 for each of fiscal
years 2026 through 2030''; and
(2) by inserting ``, and not less than $100,000,000 each
fiscal year shall be used for the development and
implementation by States, interstate agencies, or
municipalities (including Indian tribes) of programs to
protect, manage, or restore wetlands, including the development
and implementation of programs pursuant to section 404'' before
the period at the end.
SEC. 3. STATE MANAGEMENT ASSISTANCE.
(a) Authorization of Appropriations.--Section 106(a) of the Federal
Water Pollution Control Act (33 U.S.C. 1256(a)) is amended--
(1) by striking ``and'' at the end of paragraph (1); and
(2) by inserting after paragraph (2) the following:
``(3) such sums as may be necessary for each of fiscal
years 1991 through 2025; and
``(4) $500,000,000 for each of fiscal years 2026 through
2030;''.
(b) Technical Amendment.--Section 106(e) of the Federal Water
Pollution Control Act (33 U.S.C. 1256(e)) is amended by striking
``Beginning in fiscal year 1974 the'' and inserting ``The''.
