                                 A BILL


 
 To amend the Clean Air Act to prohibit the reallocation of applicable 
volumes for small refineries under the Renewable Fuel Standard, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Protect Consumers from Reallocation 
Costs Act of 2025''.

SEC. 2. PROHIBITION ON REALLOCATION OF OBLIGATED VOLUMES.

    Section 211(o)(9) of the Clean Air Act (42 U.S.C. 7545(o)(9)) is 
amended by adding at the end the following:
                    ``(E) Prohibition on reallocation.--
                            ``(i) In general.--For the purpose of 
                        making the determinations in paragraph 
                        (2)(B)(ii), for each calendar year, the 
                        Administrator may not reallocate to other 
                        persons any renewable fuel obligation 
                        applicable to a small refinery to which an 
                        extension of an exemption under subparagraph 
                        (B) applies.
                            ``(ii) Inclusion of volumes by a small 
                        refinery.--In determining the renewable fuel 
                        obligations for a person for a calendar year, 
                        the Administrator shall include the gasoline or 
                        diesel refined by a small refinery owned or 
                        operated by that person to which an extension 
                        of an exemption under subparagraph (B) applies 
                        in the total volume of gasoline or diesel fuel 
                        produced or imported in that calendar year.''.
