To direct the Secretary of Housing and Urban Development to establish a 
   demonstration program to refer qualified participants within the 
  Continuum of Care Program to Certified Community Behavioral Health 
         Clinics for certain treatment, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Treatment and Homelessness Housing 
Integration Act of 2024''.

SEC. 2. INTEGRATION OF TREATMENT PLANS FOR HOMELESS INDIVIDUALS.

    (a) Establishment.--Not later than 180 days after the date of the 
enactment of this section, the Secretary of Housing and Urban 
Development shall establish a demonstration program to award not more 
than 10 grants to eligible entities to refer qualified participants to 
a Certified Community Behavioral Health Clinic for behavioral health, 
mental health, and substance use disorder treatment.
    (b) Eligible Entities.--To be eligible for a grant under this 
section, an entity shall be a Continuum of Care that is located--
            (1) in 1 of the 5 States with the highest number of 
        homeless individuals per capita, as determined by the 
        Secretary; and
            (2) within 50 miles of a Certified Community Behavioral 
        Health Clinic.
    (c) Report.--Not later than 180 days after the termination of the 
demonstration program, the Secretary shall submit to the Congress a 
report that includes--
            (1) performance measures of the demonstration program; and
            (2) the number of qualified participants served by the 
        demonstration program that receive disability insurance 
        benefits under title II of the Social Security Act or 
        supplemental security income benefits under title XVI of such 
        Act.
    (d) Authorization of Appropriations.--
            (1) In general.--There is authorized to be appropriated to 
        the Secretary $50,000,000 for fiscal years 2025 through 2029 to 
        carry out this section.
            (2) Set-aside.--Of amounts made available under paragraph 
        (1), the Secretary may set aside 10 percent of such amounts 
        to--
                    (A) provide technical assistance to eligible 
                entities; and
                    (B) complete the report described in subsection 
                (c).
    (e) Definitions.--In this section:
            (1) Continuum of care.--The term ``Continuum of Care'' 
        means a collaborative applicant established and operating for a 
        geographic area for purposes of the Continuum of Care Program 
        under subtitle C of title IV of the McKinney-Vento Homeless 
        Assistance Act (42 U.S.C. 11381 et seq.).
            (2) Certified community behavioral health clinic.--The term 
        ``Certified Community Behavioral Health Clinic'' has the 
        meaning given the term in section 1905 of the Social Security 
        Act (42 U.S.C. 1396d).
            (3) Qualified participant.--The term ``qualified 
        participant'' means an individual that--
                    (A) receives supportive housing through the 
                Continuum of Care Program under subtitle C of title IV 
                of the McKinney-Vento Homeless Assistance Act (42 
                U.S.C. 11381 et seq.);
                    (B) has qualified for supportive housing through 
                receipt of disability insurance benefits under title II 
                of the Social Security Act or supplemental security 
                income benefits under title XVI of such Act; or
                    (C) is considered a homeless individual with a 
                disability, as defined in section 401 of the McKinney-
                Vento Homeless Assistance Act (42 U.S.C. 11360).
            (4) Secretary.--The term ``Secretary'' means the Secretary 
        of Housing and Urban Development.
