                                 A BILL


 
To prohibit the use of Federal funds for construction or renovation on 
the White House grounds during a lapse in appropriations, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``White House Building Activities 
Locked-out in Lapse Act'' or the ``BALL Act''.

SEC. 2. PROHIBITION ON USE OF FUNDS.

    During any period of a lapse in appropriations for a fiscal year, 
no Federal funds may be used for construction or renovation in the 
White House, on White House grounds, or within any structure on White 
House grounds, unless such construction or renovation is directly 
related to matters of health or safety.
