A BILL
To direct the Secretary of Defense to establish a pilot program for
partnerships between covered basic needs banks and military
installations to provide diapers and diapering supplies to military
families, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PILOT PROGRAM TO IMPROVE MILITARY FAMILY ACCESS TO DIAPERS
AND DIAPERING SUPPLIES.
(a) Establishment.--The Secretary of Defense shall establish a
pilot program to establish partnerships between covered basic needs
banks and military installations to provide diapers and diapering
supplies to military families in need of diapers and diapering
supplies.
(b) Engagement With National Diaper Bank Network.--In carrying out
the pilot program established under subsection (a), the Secretary shall
seek to enter into an agreement with the National Diaper Bank Network
to provide technical assistance to covered basic needs banks and
evaluate the effectiveness of the pilot program.
(c) Basics Needs Bank Defined.--In this section, the term ``covered
basic needs bank'' means an organization that--
(1) is a nonprofit entity;
(2) distributes diapers and diapering supplies or other
material basic necessities to families directly or through a
distribution partner at no cost to the families;
(3) is a member of the National Diaper Bank Network; and
(4) has engaged in the distribution of diapers for not less
than 5 years.
