    Babin) introduced the following bill; which was referred to the 
                       Committee on the Judiciary

                                 A BILL


 
To prohibit public comments from governments and individuals designated 
                        as foreign adversaries.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Safeguarding US Rulemaking Act''.

SEC. 2. LIMITING PUBLIC COMMENT TO U.S. CITIZENS AND ENTITIES.

    Section 553 of title 5, United States Code, is amended--
            (1) in subsection (c), by striking ``After notice'' and 
        inserting ``Except as provided in subsection (f), after 
        notice'';
            (2) in subsection (e), by striking ``Each agency'' and 
        inserting ``Except as provided in subsection (f), each 
        agency''; and
            (3) by adding at the end the following:
    ``(f) A foreign government that is determined by the Secretary of 
Commerce to be a foreign adversary under section 791.4(a) of title 15, 
Code of Federal Regulations, or a national of or entity incorporated in 
such foreign government shall be ineligible to participate in rule 
making or petition an agency under this section.''.
