Ms. Goodlander (for herself, Mrs. Kiggans of Virginia, Mr. Pappas, Ms. 
Tokuda, and Mr. Scott of Virginia) introduced the following bill; which 
was referred to the Committee on Armed Services, and in addition to the 
   Committee on Oversight and Government Reform, for a period to be 
subsequently determined by the Speaker, in each case for consideration 
  of such provisions as fall within the jurisdiction of the committee 
                               concerned

  To prohibit the use of funds authorized to be appropriated for the 
Department of Defense to carry out a hiring freeze, reduction in force, 
          or hiring delay without cause at a public shipyard.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Public Shipyard Workforce Protection 
Act of 2025''.

SEC. 2. PROHIBITION ON THE USE OF FUNDS FROM CARRYING OUT A HIRING 
              FREEZE, REDUCTION IN FORCE, OR HIRING DELAY WITHOUT CAUSE 
              AT A PUBLIC SHIPYARD.

     None of the funds authorized to be appropriated or otherwise made 
available for fiscal year 2026 for the Department of Defense may be 
used to--
            (1) carry out a hiring freeze at a public shipyard;
            (2) carry out a reduction in force at a public shipyard; or
            (3) delay without cause the filling of a vacant Federal 
        civilian employee position at a public shipyard.
