                                 A BILL


 
  To permit the territories and commonwealths of the United States to 
 provide and furnish statues to the National Statuary Hall Collection.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Equality in the Halls of Congress 
Act''.

SEC. 2. STATUES FROM TERRITORIES AND COMMONWEALTHS IN THE NATIONAL 
              STATUARY HALL COLLECTION.

    (a) Placement of Statues.--Each of the following may provide and 
furnish statues for the National Statuary Hall Collection, in 
accordance with the specifications applicable to the statues provided 
and furnished by the States under section 1814 of the Revised Statutes 
of the United States (2 U.S.C. 2131) and other applicable law:
            (1) American Samoa.
            (2) Guam.
            (3) The Commonwealth of the Northern Mariana Islands.
            (4) The Commonwealth of Puerto Rico.
            (5) The United States Virgin Islands.
    (b) Conforming Amendment.--Section 311 of the Legislative Branch 
Appropriations Act, 2001 (2 U.S.C. 2132) is amended by adding at the 
end the following new subsection:
    ``(f) In this section, the term `State' includes American Samoa, 
Guam, the Commonwealth of the Northern Mariana Islands, the 
Commonwealth of Puerto Rico, and the United States Virgin Islands.''.
    (c) Authority of the Architect of the Capitol.--The Architect of 
the Capitol shall take such measures necessary to acquire the statues 
described in this section and to carry out this Act and the amendment 
made by this Act, including such measures taken on behalf of the Joint 
Committee of Congress on the Library.
