Mr. Gottheimer introduced the following bill; which was referred to the

                                 A BILL


 
   To direct the Secretary of Veterans Affairs to report on certain 
   appeals, resources, and health care systems of the Department of 
                           Veterans Affairs.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Accountability for Veterans Act''.

SEC. 2. REPORT ON CERTAIN APPEALS, RESOURCES, AND HEALTH CARE SYSTEMS 
              OF THE DEPARTMENT OF VETERANS AFFAIRS.

    Not later than 180 days after the date of the enactment of this 
Act, the Secretary of Veterans Affairs shall submit to the Committees 
on Veterans' Affairs of the House of Representatives and the Senate a 
report on--
            (1) reasons why there is a backlog of appeals of claims for 
        disability benefits under laws administered by the Secretary;
            (2) ways to increase the amount of information, resources, 
        and tools provided by the Secretary to members of the Armed 
        Forces and spouses of such members participating in the 
        Transition Assistance Program under sections 1142 and 1144 of 
        title 10, United States Code; and
            (3) the persistent management problems impacting 1-star 
        health care systems of the Department of Veterans Affairs.
