Committee on Homeland Security, and in addition to the Committee on
Oversight and Government Reform, for a period to be subsequently
determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

A BILL
To establish the Southern Border Wall Construction Fund and to transfer
unobligated amounts from the Coronavirus State and local fiscal
recovery funds to such Fund to construct and maintain physical barriers
along the southern border.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Build the Wall Act of 2025''.
SEC. 2. SOUTHERN BORDER WALL CONSTRUCTION FUND.
(a) Establishment.--There is established in the general fund of the
Treasury a separate account, which shall be known as the ``Southern
Border Wall Construction Fund'' (referred to in this section as the
``Fund'').
(b) Deposits.--Notwithstanding any other provision of law, there
shall be immediately deposited into the Fund all of the unobligated
amounts in the Coronavirus State and local fiscal recovery funds
established under sections 602 and 603 of the Social Security Act (42
U.S.C. 802 and 803).
(c) Use of Funds.--Amounts in the Fund shall be used by the
Secretary of Homeland Security to construct and maintain physical
barriers along the southern international border of the United States.
