A BILL
To direct the Secretary of Defense to submit a report about the effects
on national security of the surveillance conducted by the People's
Republic of China via the high-altitude surveillance balloon shot down
in the airspace of the United States in February 2023, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Chinese Spy Balloon Assessment
Act''.
SEC. 2. REPORT ON THE EFFECTS ON NATIONAL SECURITY OF CERTAIN
SURVEILLANCE CONDUCTED BY THE PEOPLE'S REPUBLIC OF CHINA.
(a) Report.--Not later than 90 days after the date of the enactment
of this Act, the Secretary of Defense, in consultation with the
President, shall submit to the Committees on Armed Services of the
Senate and the House of Representatives a report about the effects on
national security of surveillance conducted by the People's Republic of
China via the high-altitude surveillance balloon shot down in the
airspace of the United States in February 2023, including--
(1) a description of any such effects on military
installations; and
(2) an analysis of any technology and materials recovered
from the high-altitude surveillance balloon, including each
country of origin of such technology and materials, if a
country of origin can be determined.
(b) Form.--The report required under this section shall be
submitted in an unclassified form, but may include a classified annex.
(c) Military Installation Defined.--In this section, the term
``military installation'' has the meaning given such term in section
2801 of title 10, United States Code.
