A BILL
To amend the Older Americans Act of 1965 to include peer supports as a
supportive service within the National Family Caregiver Support
Program, to require States to consider the unique needs of caregivers
whose families have been impacted by substance use disorder, including
opioid use disorder, in providing services under such program, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Families Care Act''.
SEC. 2. NATIONAL FAMILY CAREGIVER SUPPORT PROGRAM.
Section 373 of the Older Americans Act of 1965 (42 U.S.C. 3030s-1)
is amended--
(1) in subsection (b)(3), by inserting ``peer supports,''
after ``individual counseling,'';
(2) in subsection (c)--
(A) in the subsection heading, by striking
``Priority'' and inserting ``Priority; Consideration'';
and
(B) by adding at the end the following:
``(3) Consideration.--In providing services under this
part, the State shall consider the circumstances and unique
needs of different types of caregivers, including the needs of
children and their older relative caregivers whose families
have been affected by substance use disorder, including opioid
use disorder.''; and
(3) in subsection (e)--
(A) in the matter preceding paragraph (1), by
striking ``Not later than'' and all that follows
through ``the Assistant Secretary shall'' and inserting
``The Assistant Secretary shall, on a regular basis'';
and
(B) in paragraph (2), by striking ``make
available'' and inserting ``prepare, publish, and
disseminate''.
