Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Tennessee Valley Authority Salary Transparency Act''. SEC. 2. SALARY DISCLOSURE; EXCEPTION TO REPORT ELIMINATION. (a) In General.--Section 9 of the Tennessee Valley Authority Act of 1933 (16 U.S.C. 831h) is amended-- (1) by striking the section designation and all that follows through ``(a) The Board'' in subsection (a) and inserting the following: ``SEC. 9. FINANCIAL REPORTING. ``(a) Report on Compensation.-- ``(1) In general.--Except as provided in paragraph (2), the Board''; (2) in subsection (a)-- (A) in paragraph (1) (as so designated), by striking ``a financial statement'' in the first sentence and all that follows through the period at the end of the second sentence and inserting ``a report describing the total number of employees of the Corporation at the management level or above (including all executives and Board members), including the name, salary, and duties of each such employee, that are receiving compensation equal to, or greater than, the maximum rate of basic pay for grade GS-15 of the General Schedule.''; and (B) by adding at the end the following: ``(2) Exemption.--Any information relating to salaries of employees of the Corporation contained in, or filed with, a report under paragraph (1) shall be exempt from-- ``(A) disclosure under section 552(b)(3) of title 5, United States Code; and ``(B) the requirements of the Access to Congressionally Mandated Reports Act (44 U.S.C. prec. 4101 note; Public Law 117-263).''; (3) in subsection (b), by striking ``(b) All'' and inserting the following: ``(b) Bids.--All''; (4) in subsection (c)-- (A) in the first sentence-- (i) by striking ``he shall'' and inserting ``the Comptroller General shall''; and (ii) by striking ``of his selection'' and inserting ``selected by the Comptroller General''; (B) in the second sentence, by striking ``connection he and his representatives'' and inserting ``an audit, the Comptroller General (and any representative of the Comptroller General)''; (C) in the third sentence-- (i) by striking ``He shall'' and inserting ``The Comptroller General shall''; and (ii) in the proviso-- (I) by striking ``General Accounting Office'' and inserting ``Government Accountability Office''; and (II) by striking ``his report'' and inserting ``the report''; (D) in the fourth sentence, by striking ``General Accounting Office'' and inserting ``Government Accountability Office''; and (E) in the fifth sentence-- (i) by striking ``section 236, Revised Statutes, as amended by section 305 of the Budget and Accounting Act, 1921 (42 Stat. 24)'' and inserting ``sections 3526(a) and 3702(a) of title 31, United States Code''; and (ii) in the proviso-- (I) by striking ``the Tennessee Valley Authority Act of 1933, as amended'' and inserting ``this Act''; (II) by striking ``it may deem'' and inserting ``the Corporation determines to be''; (III) by striking ``General Accounting Office'' and inserting ``Government Accountability Office''; and (IV) by striking ``said Act'' and inserting ``this Act''; and (5) in subsection (d), by striking ``the Tennessee Valley Authority Act of 1933, as amended'' and inserting ``this Act''. (b) Conforming Amendment.--Section 14 of the Tennessee Valley Authority Act of 1933 (16 U.S.C. 831m) is amended, in the last sentence, by striking ``and in addition to the statement of the cost of power'' and all that follows through ``for the sale of power''. <all>
