                                 A BILL


 
  To amend title 49, United States Code, to allow for eligibility for 
 projects for the installation of human trafficking awareness signs at 
                  rest stops, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

<DELETED>SECTION 1. SHORT TITLE.</DELETED>

<DELETED>    This Act may be cited as the ``Combating Trafficking in 
Transportation Act''.</DELETED>

<DELETED>SEC. 2. HUMAN TRAFFICKING AWARENESS SIGNS AT REST 
              STOPS.</DELETED>

<DELETED>    (a) Local and Regional Project Assistance.--Section 6702 
of title 49, United States Code, is amended--</DELETED>
        <DELETED>    (1) in subsection (a)(3)--</DELETED>
                <DELETED>    (A) in subparagraph (G), by striking 
                ``and'' at the end;</DELETED>
                <DELETED>    (B) by redesignating subparagraph (H) as 
                subparagraph (I); and</DELETED>
                <DELETED>    (C) by adding at the end the 
                following:</DELETED>
                <DELETED>    ``(H) a project to procure and install 
                human trafficking awareness signage at rest stops and 
                welcome centers along the Interstate System; and''; 
                and</DELETED>
        <DELETED>    (2) in subsection (c), by adding at the end the 
        following:</DELETED>
        <DELETED>    ``(4) Certain projects.--In the case of an 
        eligible project described in subsection (a)(3)(H), 
        subparagraphs (A) and (B) of paragraph (2) shall not 
        apply.''.</DELETED>
<DELETED>    (b) Surface Transportation Block Grant Program.--Section 
133(b) of title 23, United States Code is amended by adding at the end 
the following:</DELETED>
        <DELETED>    ``(25) Projects described in section 6702(a)(3)(H) 
        of title 49.''.</DELETED>

<DELETED>SEC. 3. DEPARTMENT OF TRANSPORTATION ADVISORY COMMITTEE ON 
              HUMAN TRAFFICKING.</DELETED>

<DELETED>    Section 5 of the Combating Human Trafficking in Commercial 
Vehicles Act (Public Law 115-99; 131 Stat. 2243) is amended--</DELETED>
        <DELETED>    (1) in subsection (b)--</DELETED>
                <DELETED>    (A) in paragraph (1), by striking ``15'' 
                and inserting ``16''; and</DELETED>
                <DELETED>    (B) in paragraph (2)--</DELETED>
                        <DELETED>    (i) in subparagraph (B), by 
                        striking ``and'' at the end;</DELETED>
                        <DELETED>    (ii) in subparagraph (C), by 
                        striking the period at the end and inserting 
                        ``; and''; and</DELETED>
                        <DELETED>    (iii) by adding at the end the 
                        following:</DELETED>
                <DELETED>    ``(D) State departments of 
                transportation.''; and</DELETED>
        <DELETED>    (2) in subsection (c)--</DELETED>
                <DELETED>    (A) by striking ``Not later than'' and 
                inserting the following:</DELETED>
        <DELETED>    ``(1) In general.--Except as provided in paragraph 
        (2), not later than''; and</DELETED>
                <DELETED>    (B) by adding at the end the 
                following:</DELETED>
        <DELETED>    ``(2) State department of transportation 
        representatives.--The Secretary shall appoint the member 
        described in subsection (b)(2)(D) by not later than 9 months 
        after the date of enactment of the Combating Trafficking in 
        Transportation Act.''.</DELETED>

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Combating Trafficking in 
Transportation Act''.

SEC. 2. DEPARTMENT OF TRANSPORTATION ADVISORY COMMITTEE ON HUMAN 
              TRAFFICKING.

    Section 5 of the Combating Human Trafficking in Commercial Vehicles 
Act (Public Law 115-99; 131 Stat. 2243) is amended--
            (1) in subsection (b)--
                    (A) in paragraph (1), by striking ``15'' and 
                inserting ``16''; and
                    (B) in paragraph (2)--
                            (i) in subparagraph (B), by striking 
                        ``and'' at the end;
                            (ii) in subparagraph (C), by striking the 
                        period at the end and inserting ``; and''; and
                            (iii) by adding at the end the following:
                    ``(D) State departments of transportation.''; and
            (2) in subsection (c)--
                    (A) by striking ``Not later than'' and inserting 
                the following:
            ``(1) In general.--Except as provided in paragraph (2), not 
        later than''; and
                    (B) by adding at the end the following:
            ``(2) State department of transportation representatives.--
        The Secretary shall appoint the member described in subsection 
        (b)(2)(D) by not later than 9 months after the date of 
        enactment of the Combating Trafficking in Transportation 
        Act.''.
