A BILL
To require certain agencies to include a page on the website of the
agency relating to permit applications, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Permitting Transparency and
Accountability Act''.
SEC. 2. PERMIT APPLICATION STATUS.
(a) Definitions.--In this section:
(1) Agency.--The term ``agency'' has the meaning given the
term in section 551 of title 5, United States Code.
(2) Covered agency.--The term ``covered agency'' means an
agency that issues permits.
(3) Permit.--The term ``permit'' has the meaning given the
term ``license'' in section 551 of title 5, United States Code.
(4) Reviewing agency.--The term ``reviewing agency'' means
an agency that, with respect to a permit--
(A) does not issue the permit; and
(B)(i) reviews the application for the permit; or
(ii) engages in any step of the process relating to
the issuance of the permit.
(b) Requirement.--
(1) In general.--The head of each covered agency shall
include on the website of the covered agency a webpage that
displays information relating to the status of an application
for a permit issued by the covered agency.
(2) Required information.--The information included on a
webpage developed under paragraph (1) shall include, with
respect to an application for a permit issued by a covered
agency--
(A) a description of the stages completed by the
covered agency or any reviewing agency in the
application review process;
(B) the duration in number of days of each stage
described in subparagraph (A);
(C) the status of the application, including the
duration in number of days the application has remained
at the current stage of the application review process;
(D) contact information for each individual
reviewing the application within the covered agency or
any reviewing agency;
(E) a description of the stages in the application
review process required to be completed before the
covered agency makes a determination with respect to
the application; and
(F) an estimated timeline for a determination with
respect to the application.
