A BILL
To amend title 10, United States Code, to expand authorities for
intergovernmental support agreements for the Department of Defense, and
for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Expanding Defense Community
Partnerships Act''.
SEC. 2. EXPANSION OF AUTHORITY OF DEPARTMENT OF DEFENSE FOR
INTERGOVERNMENTAL SUPPORT AGREEMENTS.
(a) In General.--Section 2679 of title 10, United States Code, is
amended--
(1) in subsection (a)--
(A) in paragraph (4), by striking ``provided in
subsection (a)'' and inserting ``under paragraph (1)'';
and
(B) by adding at the end the following new
paragraph:
``(5) In entering into or carrying out an intergovernmental support
agreement under paragraph (1), the Secretary concerned or the State,
local, or tribal government, as the case may be, may agree to partner
or collaborate with another Federal agency or agencies to provide,
receive, or share installation-support services.'';
(2) in subsection (c), by striking the first sentence and
inserting the following: ``To pay the costs of installation-
support services under an intergovernmental support agreement
under this section, the Secretary concerned may use funds
available to the Secretary concerned for operation and
maintenance, research, development, test, and evaluation,
procurement of ammunition, or military construction and may use
non-appropriated funds available to the Secretary concerned.'';
(3) in subsection (e)(4), by striking ``September 30,
2025'' and inserting ``September 30, 2030''; and
(4) in subsection (f)(1), by inserting ``, including those
for repair, construction, maintenance, or operation of a
facility,'' after ``for its own needs''.
(b) Pilot Program.--The Secretary of Defense shall carry out a
pilot program under which the Secretary may enter into not more than
one intergovernmental support agreement under section 2679 of title 10,
United States Code, for each of the Army, the Navy, and the Air Force
for a term not to exceed 20 years, notwithstanding the limitation under
subsection (a)(2)(A) of such section.
