A BILL
To amend the National Defense Authorization Act for Fiscal Year 2000 to
extend and modify requirements for an annual report on military and
security developments involving the People's Republic of China.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``China Military Power Transparency
Act of 2025''.
SEC. 2. EXTENSION AND MODIFICATION OF ANNUAL REPORT ON MILITARY AND
SECURITY DEVELOPMENTS INVOLVING THE PEOPLE'S REPUBLIC OF
CHINA.
(a) Extension.--Subsection (a) of section 1202 of the National
Defense Authorization Act for Fiscal Year 2000 (10 U.S.C. 113 note) is
amended by striking ``January 31, 2027'' and inserting ``January 31,
2030''.
(b) Matters To Be Included.--Subsection (b) of such section is
amended--
(1) in paragraph (3)(C), by striking the period at the end
and inserting ``, including nuclear and drone development
cooperation.'';
(2) in paragraph (7)(A), by inserting ``, including foreign
farmland acquisitions,'' after ``Chinese overseas investments
or projects'';
(3) in paragraph (8)(A)--
(A) by striking ``infrastructure) and'' and
inserting ``infrastructure),''; and
(B) by striking the period at the end and inserting
``, and the likely role of Chinese cyber capabilities
in a conflict with the United States.'';
(4) in paragraph (9)(B), by striking ``and other advanced
technologies'' and inserting ``biotechnology, and other
advanced and emerging technologies''; and
(5) in paragraph (10)--
(A) in subparagraph (A), by striking ``and'' at the
end;
(B) by redesignating subparagraph (B) as
subparagraph (C); and
(C) by inserting after subparagraph (A) the
following new subparagraph (B):
``(B) the likely strategic intent of the People's
Liberation Army in a conflict over Taiwan, and how the
People's Republic of China will conduct a cyber enabled
economic warfare campaign, a cross straight invasion
campaign, or a blockade campaign; and''.
