A BILL
To require the Secretary of the Army to submit to Congress a report on
locations in which the Secretary could establish or expand Arctic
training and exercises in order to test soldiers and equipment to meet
requirements for operating in Arctic and cold weather conditions.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Enhancing Arctic Readiness Act of
2025''.
SEC. 2. REPORT ON LOCATIONS IN WHICH THE ARMY COULD ESTABLISH OR EXPAND
ARCTIC TRAINING AND EXERCISES TO MEET REQUIREMENTS FOR
OPERATING IN ARCTIC AND COLD WEATHER CONDITIONS.
(a) In General.--Not later than January 15, 2026, the Secretary of
the Army shall submit to the Committee on Armed Services of the Senate
and the Committee on Armed Services of the House of Representatives a
report on locations in which the Secretary could establish or expand
Arctic training and exercises in order to test soldiers and equipment
to meet requirements for operating in Arctic and cold weather
conditions.
(b) Elements.--The report required by subsection (a) shall--
(1) identify sites at which the Secretary of the Army may
conduct the Cold Weather Orientation Course, the Cold Weather
Leader Course, and the Isolation Survival in Cold Regions
Course; and
(2) examine tactical, technical, and logistical challenges
unique to operating in extreme cold weather conditions and how
additional cold weather training locations would impact
readiness.
