 Mr. Graham introduced the following joint resolution; which was read 
          twice and referred to the Committee on the Judiciary

                            JOINT RESOLUTION


 
    Proposing an amendment to the Constitution of the United States 
  requiring Members of Congress to forfeit their compensation during 
                         Government shutdowns.

    Resolved by the Senate and House of Representatives of the United 
States of America in Congress assembled   (two-thirds of each House 
concurring therein), That the following article is proposed as an 
amendment to the Constitution of the United States, which shall be 
valid to all intents and purposes as part of the Constitution when 
ratified by the legislatures of three-fourths of the several States:

                              ``Article--

    ``Section 1. For any period during which there is a lapse in 
appropriations as a result of a failure to enact regular or continuing 
appropriations for one or more Federal agencies or departments, a 
Member of Congress shall forfeit and not receive any compensation for 
the services of the Member during such period.
    ``Section 2. Amounts forfeited under section 1 shall be transferred 
to the general fund of the Treasury to be used to reduce the Federal 
debt.
    ``Section 3. Congress shall have the power to enforce this article 
by appropriate legislation.''.
