       H.R. 3176.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Congress has the authority to enact this legislation 
     pursuant to Article I, Section 8, Clause 3 of the United 
     States Constitution, which grants Congress the power to 
     regulate commerce with foreign nations, among the several 
     states, and with the Indian tribes. The National Volcano 
     Early Warning and Monitoring System supports the monitoring 
     and early warning of volcanic activity, which directly 
     impacts interstate and international commerce, including 
     aviation, energy infrastructure, and public safety across 
     multiple states, particularly in regions like Alaska with 
     significant volcanic activity. Additionally, Congress has the 
     authority under Article I, Section 8, Clause 18, which 
     empowers Congress to make all laws necessary and proper for 
     carrying out its enumerated powers, including ensuring the 
     safety and economic stability of the nation through disaster 
     preparedness and response programs like the National Volcano 
     Early Warning and Monitoring System.
