ANTI-CBDC SURVEILLANCE STATE ACT; DIGITAL ASSET MARKET CLARITY ACT OF 
2025; GENIUS ACT; DEPARTMENT OF DEFENSE APPROPRIATIONS ACT, 2026
Committee on Rules: Full Committee held a hearing on H.R. 1919, the 
``Anti-CBDC Surveillance State Act''; H.R. 3633, the ``Digital Asset 
Market Clarity Act of 2025''; S. 1582, the ``GENIUS Act''; and H.R. 
4016, the ``Department of Defense Appropriations Act, 2026''. The 
Committee granted, by a record vote of 8-4, a rule providing for 
consideration of H.R. 4016, the ``Department of Defense Appropriations 
Act, 2026'', H.R. 3633, the ``Digital Asset Market Clarity Act of 
2025'', H.R. 1919, the ``Anti-CBDC Surveillance State Act'', and S. 
1582, the ``GENIUS Act''. The rule provides for consideration of H.R. 
4016, the ``Department of Defense Appropriations Act, 2026'', under a 
structured rule. The rule waives all points of order against 
consideration of the bill. The rule provides one hour of general debate 
equally divided and controlled by the chair and ranking minority member 
of the Committee on Appropriations or their respective designees. The 
rule provides that the bill shall be considered as read. The rule 
waives all points of order against provisions in the bill for failure 
to comply with clause 2 or clause 5(a) of rule XXI. The rule makes in 
order only those amendments printed in part A of the Rules Committee 
report, amendments en bloc described in section 3 and pro forma 
amendments described in section 4. Each amendment shall be considered 
only in the order printed in the report, may be offered only by a 
Member designated in the report, shall be considered as read, shall be 
debatable for the time specified in the report equally divided and 
controlled by the proponent and an opponent, shall not be subject to 
amendment except as provided by section 4 of the rule, and shall not be 
subject to a demand for division of the question. The rule waives all 
points of order against the amendments printed in part A of the Rules 
Committee report or amendments en bloc described in section 3 of the 
rule. The rule provides that the chair of the Committee on 
Appropriations or his designee may offer amendments en bloc consisting 
of amendments printed in part A of the Rules Committee report not 
earlier disposed of. Amendments en bloc shall be considered as read, 
shall be debatable for 20 minutes equally divided and controlled by the 
chair and ranking minority member of the Committee on Appropriations or 
their respective designees, shall not be subject to amendment except as 
provided by section 4 of the rule, and shall not be subject to a demand 
for division of the question. The rule provides that the chair and 
ranking minority member of the Committee on Appropriations or their 
respective designees may offer up to 10 pro forma amendments each at 
any point for the purpose of debate. The rule provides one motion to 
recommit. The rule further provides for consideration of H.R. 3633, the 
``Digital Asset Market Clarity Act of 2025'', under a structured rule. 
The rule waives all points of order against consideration of the bill. 
The rule provides that, in lieu of the amendments in the nature of a

substitute recommended by the Committees on Agriculture and Financial 
Services now printed in the bill, an amendment in the nature of a 
substitute consisting of the text of Rules Committee Print 119-6, 
modified by the amendment printed in part B of the Rules Committee 
report, shall be considered as adopted and the bill, as amended, shall 
be considered as read. The rule waives all points of order against 
provisions in the bill, as amended. The rule provides one hour of 
general debate equally divided among and controlled by the chair and 
ranking minority member of the Committee on Agriculture or their 
respective designees and the chair and ranking minority member of the 
Committee on Financial Services or their respective designees. The rule 
makes in order only the amendment printed in part C of the Rules 
Committee report. Each amendment shall be considered only in the order 
printed in the report, may be offered only by a Member designated in 
the report, shall be considered as read, shall be debatable for the 
time specified in the report equally divided and controlled by the 
proponent and an opponent, shall not be subject to amendment, and shall 
not be subject to a demand for division of the question. All points of 
order against the amendment printed in part C of the Rules Committee

commit. Finally, the rule provides that the requirement of clause 6(a) 
of rule XIII for a two-thirds vote to consider a report from the 
Committee on Rules on the same day it is presented to the House is 
waived with respect to any resolution reported through the legislative 
day of July 18, 2025, relating to the bill (H.R. 4) to rescind certain 
budget authority proposed to be rescinded in special messages 
transmitted to the Congress by the President on June 3, 2025, in 
accordance with section 1012(a) of the Congressional Budget and 
Impoundment Control Act of 1974. Testimony was heard from Chairman Hill 
of Arkansas, Chairman Thompson of Pennsylvania, and Representatives 
Davidson, Casten, Magaziner, Liccardo, Waters, Davis of North Carolina, 
Calvert, and McCollum.

Modernization held a hearing entitled ``VA Office of Information and 
Technology Organizational Structure and Priorities''. Testimony was 
heard from Eddie Pool, Acting Assistant Secretary for Information 
Technology and Chief Information Officer, Office of Information and 
Technology, Department of Veterans Affairs; and Carol Harris, Director,
