National Defense Authorization Act--Agreement: Senate continued 
consideration of the motion to proceed to consideration of S. 2296, to 
authorize appropriations for fiscal year 2026 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year.

  A unanimous-consent agreement was reached providing that at 
approximately 10 a.m., on Thursday, September 4, 2025, notwithstanding 
rule XXII, Senate resume consideration of the nomination of Maria A. 
Lanahan, of Missouri, to be United States District Judge for the 
Eastern District of Missouri, and that at 11:30 a.m., Senate vote on 
the motion to invoke cloture on the nomination, and following that 
cloture vote, Senate vote on the motion to invoke cloture on the 
nomination of Edward L. Artau, of Florida, to be United States District 
Judge for the Southern District of Florida, and if cloture is invoked 
on the nominations, individually, all post-cloture time be expired and 
Senate vote on confirmation of the nominations at a time to be 
determined by the Majority Leader, in consultation with the Democratic 
Leader, no earlier than Monday, September 8, 2025; and that 
notwithstanding rule XXII, following the vote on the motion to invoke 
cloture on the nomination of Edward L. Artau, Senate continue 
consideration of the motion to proceed to consideration of the bill, 
and all post-cloture time be expired at 1:45 p.m.
