An amendment to provide for FY 1989 savings of $20.6 billion in interest costs (as a result of refinancing the national debt with long-term, gold-backed bonds), and FY 1989 revenue increases of $25.8 billion (to be achieved through tax amnesty and more optimistic economic assumptions). Finally, the amendment provides for a FY 1989 deficit of $130.7 billion.
