Amendment encouraged countries to give high priority to cooperating in global efforts to develop suitable chemical taggants or markers for preblast detection of high explosives including plastic, malleable, and gel-based explosives.


An amendment to require the State Department to negotiate agreements with nations that manufacture high explosives to require that chemical markers be placed into all high explosives to make them more detectable.
