Amendment in the nature of a substitute differed from the original resolution in that it sought to include a tax limitation provision which stated that total estimated receipts for any fiscal year could not increase faster than the estimated rate of growth in the national income unless three-fifths of both Houses voted for a bill approving specific additional receipts, and said bill became law.
An amendment that retains most provisions of H.J.Res. 268 and adds an additional provision that would limit future increases in estimated government revenue to the rate of increase in national income of the previous year. Higher increases of estimated revenue would require passage of specific legislation by a three-fifths majority of both Houses of Congress.
