Amendment sought to set the legal annual immigration level at 630,000 permanent immigrants allocated as follows: 430,000 to family based immigration, 150,000 to employment based immigrants, and 50,000 to diversity immigrants.


An amendment to limit the annual immigration total to 630,000, including family members of immigrants who are working in the United States, those born to immigrants while abroad, and family members of permanent residents and U.S. citizens. Under the provisions of the amendment, if the annual total exceeds 630,000, each of the categories of immigrants would be reduced accordingly.
