Amendment sought to appropriate $50,000 for the mandatory drug testing of Members of the U.S. House of Representatives. \ A point of order was sustained against the amendment on the grounds that it constituted legislation on an appropriations bill and was thus not in order.
An amendment appropriating an additional $50,000 to authorize the Clerk of the House to contract with a private firm to establish program for testing Members of Congress for illegal use of controlled substances and establishing procedures for such program testing.
