Amendment modifies the section which would have provided Legal Services benefits to all aliens who are permanently residing in the U.S. under color of law, and specifies that aliens providing a record of permanent residence, and aliens who are considered as eligible immigrants will qualify as aliens under color of law.
An amendment to limit the extent to which funds authorized in the bill may be used for representing aliens. The amendment, as modified would prohibit Legal Services attorneys from representing aliens in cases not specifically related to wages, housing, transportation, or other employment rights issues, or from representing aliens who are eligible immigrants as defined under the terms of the Immigration Act of 1990 and is seeking admission or other benefits under the Act.
