Substitute amendment to the Goss amendment (A013) sought to express the sense of Congress that the U.S. should not attack Haiti except in a case of a clear and present danger; increase economic pressure on Haiti's military; attempt to stop ship-based processing of refugees in favor of land-based processing; and encourage international support for restoring Haiti's democratically elected government.
